Methodology
Tested in game on the current version of Rust. One hit at full health, point blank, with the item's own damage. Fire that keeps burning after the hit is not counted. Patrol Helicopter rows count hits to its body, not its rotors.
Flame
The blast sets the area alight. It disorients NPCs for 2.5 s.
