Heavy Fuses go in at the Power Plant. They wear out, so the boost lasts only while enough of them stay in. A recycler locks in its rate and cycle time when you press start, so start it while the grid is up.

Per item recycled, at full condition. +N% is the chance of one more unit. Scrap is the average: its leftover fraction carries over to the next item. Damaged items return less.

Methodology
Tested in game on our own server: the rate and cycle time of each recycler, what each Heavy Fuse count changes, and the yield of all 1,003 recyclable items at 40%, 50%, 60% and 75%. Monument counts come from full maps we generated. Tested on the current version of Rust.
